ELCAC projects must have a lasting impact on the poor people, ZamboSur gov says

PAGADIAN CITY, August 2- The
Department of the Interior and Local Government (DILG) conducted the Provincial
Task Force to End Local Communist Armed Conflict’s (PTF-ELCAC) Orientation on
the Enhanced 2023 RCSP Guidelines which was attended by six (6) municipal mayors
and 21 barangay captains held recently at Subanen Hall, barangay Dao here.
Governor Victor Yu, chairperson of PTF-ELCAC urged the municipal mayors and barangay captains that if they give ELCAC projects in their barangays it must have a lasting impact on the lives of the poor people.
"If (you) municipal
mayors and barangay captains provide ELCAC projects, it must have a lasting
impact on the barangay. Projects such as water system, electrification, and
multi-purpose building can only be absorbed by the provincial government
because they are small projects," said Yu.
Yu added that the road concreting in the villages is the ELCAC project that has a great impact on the lives of the people because it will make it easier for the farmers to deliver their products to the market.
The good governor further
explained that if there are only small projects to be implemented in the
barangay, the preparation of the paper works is very complicated which causes
the implementation of the projects to be delayed.
Meanwhile, Mayor Celso
Matias of the town of Bayog is happy because five (5) former conflict barangays
in their town are included in the Support to Barangay Development Program or
SBDP and these are Boboan, Datagan, Dagum, Matun-og and Supon.
Matias said that the 5 barangays were added to the 7 barangays that first availed of the ELCAC program and there are now 12 barangays that are Geographically Isolated and Disadvantaged Areas (GIDAs) in the town that have availed of the program.
Matias added that the
NTF-ELCAC projects have helped the people a lot because these projects were not
previously provided by the national government, which is why it is very easy for
people to be convinced by the communist terrorist groups (CTGs) to join in
their group in the mountains.
"Through the NTF-ELCAC
program, the presence of the CTGs in the mountains has been completely
diminished and the people have woken up from the deceptions made by the CTGs
and the people have also felt the development and peace in their villages,”
