A signing of the memorandum of understanding (MOU) between the Technical Education Skills and Development Authority (TESDA-9), as the first party represented by Regional Director Dan Navarro and the Pagadian City government, as the second party represented by Mayor Samuel Co was held on April 4, 2023 at Three Guest House, Pagadian City. The signing ceremony  aims to strengthen and sustain the initiative dubbed: 'Paglingap sa Buhay ng Bawat Mamamayan' (PBBM) cares in order to address the issues of skills mismatch that resulted in the rising numbers of unemployment in region 9.
